CIA already has the ability to eavesdrop in on "foreign targets outside the United States, without court authorization, who were communicating with other foreigners outside the United States."That's the definition of international espionage, it's what the CIA is for. Foreigners outside the U.S.A. don't have the protections of U.S. citizenship against U.S. government agencies. The only protection they have from the U.S. intelligence services is whether or not we think they're worth the money to investigate.You don't need to have a new bill to do that....$0.02
